When you first mention something, it asks if you'd like to post to twitter using the @twitter address, facebook, etc. A user-added db could allow much of this content to already be available when someone types something in, allowing them to connect on many levels, and discover the best way for them to keep up.
This would also allow for controlled spamming for PR, hence the name.
