It's a pretty interesting concept and uses a number of different services to bubble potentially interesting new followers to the top by keeping track of people he finds influential. He then makes use of Twitter lists to keep track of the new followers and see if they're provide enough value to move into another full-time list.
The product would handle much of this automatically and all-inclusively. Keep track of new followers for people you define, allow you to follow those new people directly, or even add them automatically to a list if you desire. The monthly(?) list creation could also be automatic.
This certainly isn't for everybody, but for people that are actively looking to find new people to follow based off the implicit activity of others they find influential ... it's a very interesting concept.
